Energy Efficiency in Texas. The White House on Wednesday announced Texas would get $546 million in American Recovery and Reinvestment Act funding for energy-efficiency upgrades. Officials haven’t finished the details of the program, but here’s how it will probably work: Anyone making two times the federal poverty level or less qualifies for the federal weatherization program. That’s about $44,000 a year for a family of four. Currently, Texas’ weatherization program serves anyone making 125 percent of the federal poverty level or less. Call 1-888-606-8889 between 8 a.m. and 5 p.m. Monday through Friday, from a land line. The hotline will connect you with the state’s weatherization program administrator in your area. Those who qualify will get a home energy audit, which identifies air leaks in the home. The auditor also calculates whether upgrades will pay off financially.
